Positive Control Areas (PCA) in Japan Explained

If you are flying VFR in Japan, one type of airspace you need to understand is the Positive Control Area, commonly abbreviated as PCA.

Positive Control Areas are established in particularly busy portions of controlled airspace where aircraft operating under IFR need additional protection from other traffic. Unless specifically authorized by air traffic control, aircraft are generally required to operate under Instrument Flight Rules (IFR) within a PCA.

For VFR pilots, this effectively means that you cannot simply enter a PCA the same way you might enter ordinary controlled airspace. ATC authorization is required before operating VFR within the area.

Under Article 94-2 of Japan's Civil Aeronautics Act, aircraft must operate under IFR within airspace designated as Positive Control Airspace unless permission has been granted by the Minister of Land, Infrastructure, Transport and Tourism. In practice, this authorization is handled through the appropriate air traffic control unit.

Why Do Positive Control Areas Exist?

PCAs are primarily established around airports with a significant volume of IFR traffic.

Aircraft conducting instrument approaches often descend toward an airport from considerable distances away. A typical precision approach, for example, uses a glidepath of approximately three degrees. This means arriving aircraft may descend through altitudes commonly used by general aviation aircraft operating VFR.

If unrestricted VFR traffic were allowed to cross these arrival and departure corridors, controllers would have difficulty maintaining predictable separation for high volumes of IFR traffic.

PCAs, therefore, create protected areas around particularly congested terminal environments.

Some PCA segments have relatively low bases, in certain locations beginning at only several hundred feet above mean sea level. For VFR pilots flying near major airports, understanding both the lateral boundaries and the vertical limits of these areas is therefore essential.

PCA Classes in Japan

Japan divides Positive Control Areas into three classifications:

  • PCA Class A

  • PCA Class B

  • PCA Class C

These classifications broadly correspond to ICAO controlled-airspace Classes A, B, and C.

The important difference between them is how ATC separates aircraft operating within the airspace and under what circumstances a VFR aircraft may be permitted to enter.

PCA Class A

PCA Class A is the most restrictive category.

It is intended for airspace in which prohibiting VFR operations is considered particularly necessary for maintaining the safety of air traffic.

In Class A airspace, operations are essentially restricted to IFR aircraft.

Japan currently does not have a published PCA Class A of this type.

Can a VFR Aircraft Enter PCA Class A?

Authorization for a non-IFR flight would generally only be considered under exceptional circumstances, such as an unforeseen and rapid deterioration in weather or another unavoidable situation.

For normal VFR flight planning, a pilot should therefore treat PCA Class A as unavailable to VFR traffic.

PCA Class B

PCA Class B applies to highly congested controlled airspace where ATC must be capable of providing separation between all aircraft operating within the PCA.

This includes separation between:

  • IFR and IFR aircraft

  • IFR and VFR aircraft

  • VFR and VFR aircraft

This is an important distinction.

Unlike Class C airspace, where VFR aircraft normally remain responsible for separation from other VFR traffic, Class B requires ATC separation between all participating aircraft.

Naha: Japan's Only PCA Class B

Japan currently has only one Class B PCA: the Naha Positive Control Area in Okinawa.

The airspace surrounding Naha is unusually complex because it contains a mixture of:

  • high-density commercial airline traffic,

  • Japan Self-Defense Force operations,

  • United States military operations,

  • general aviation traffic, and

  • several nearby military airfields and controlled areas.

The Naha PCA extends through portions of the airspace around Okinawa and is centered broadly around Naha Airport and the Naha VORTAC environment.

Because it is Class B airspace, a VFR aircraft must obtain authorization from Naha Approach before entering.

MLIT specifically warns pilots that unauthorized VFR penetrations of the Naha PCA have occurred repeatedly. Pilots operating around Okinawa, therefore, need to pay particular attention to the PCA's altitude floors and lateral boundaries.

VFR Authorization in PCA Class B

A VFR aircraft may be permitted to operate within Class B when ATC determines that:

  • The operation will not interfere with the orderly flow of IFR traffic, and

  • Safe separation can be maintained between the VFR aircraft and all other aircraft within the PCA.

IFR traffic remains the priority.

PCA Class C

Most Positive Control Areas in Japan are Class C.

Class C is established in congested airspace where controllers need to provide separation between IFR aircraft and other participating aircraft.

Within a PCA Class C:

  • IFR aircraft are separated from IFR aircraft.

  • IFR aircraft are separated from VFR aircraft.

  • VFR aircraft are generally not separated from other VFR aircraft by ATC.

VFR pilots, therefore, remain responsible for seeing and avoiding other VFR traffic.

This is similar to the basic concept of ICAO Class C airspace.

Where Are PCA Class C Areas Located?

Class C PCAs are established around many of Japan's busiest airports and terminal environments.

Examples include PCAs associated with:

  • Chitose

  • Misawa

  • Sendai

  • Narita

  • Tokyo/Haneda

  • Nagoya

  • Chubu Centrair

  • Osaka/Itami

  • Kansai

  • Kobe

  • Takamatsu

  • Fukuoka

  • Miyazaki

  • Kagoshima

Some airport environments contain more than one PCA sector or layer, so pilots should not assume that a PCA is simply a circular area surrounding an airport.

Always refer to the current AIP Japan, aeronautical charts, and NOTAMs when planning a flight.

VFR Authorization in PCA Class C

A VFR aircraft may be authorized to enter a Class C PCA when ATC determines that:

  • The VFR flight will not interfere with the orderly movement of IFR traffic, and

  • Adequate separation can be maintained between the VFR aircraft and IFR aircraft operating within the PCA.

Unlike PCA Class B, ATC does not normally provide separation between two VFR aircraft simply because both are operating inside the Class C PCA.

What Does a VFR Pilot Need to Enter a PCA?

Receiving authorization to operate VFR within a PCA does not remove the normal responsibilities associated with VFR flight.

A VFR aircraft operating within a PCA under authorization must generally:

  • remain in Visual Meteorological Conditions (VMC),

  • maintain continuous communication with the ATC unit responsible for the airspace, and

  • carry the required transponder equipment, including altitude-reporting capability where applicable.

The pilot must also comply with any headings, altitudes, routes or other instructions issued by ATC.

Most importantly, do not enter first and ask for permission later.

Authorization should be obtained before crossing the PCA boundary.

PCA vs Ordinary Controlled Airspace

One of the easiest mistakes for pilots familiar with flying overseas is assuming that all Japanese controlled airspace works like airport Class C or Class D airspace in the United States.

It does not.

A PCA is specifically intended to protect areas containing concentrated IFR traffic.

Outside a PCA, a VFR aircraft may be able to operate within other categories of controlled airspace subject to the applicable Japanese rules and ATC requirements.

Inside a PCA, however, Japanese law essentially establishes IFR as the default method of operation, with VFR entry being an exception requiring authorization.

That distinction is the key concept to remember.

The Practical Rule for VFR Pilots

For day-to-day VFR flying in Japan, the simplest rule is:

If your route will penetrate a Positive Control Area, do not enter unless you have received authorization from the controlling ATC facility.

This becomes especially important near major airports such as Tokyo, Narita, Chubu, Osaka, Kansai and Fukuoka, and particularly around Naha, which contains Japan's only PCA Class B.

Because some PCA floors are relatively low, simply remaining below major airline traffic does not necessarily keep you clear of the airspace.

Check the airspace vertically and laterally during preflight planning.
