
How to apply for the Airmen's Academic Exam

To take the airmen written examination in Japan, you must follow a specific multi-step process. Since November 2023, these examinations are conducted via Computer Based Testing (CBT).
The application process consists of the following five steps:
Reserve the venue:
You must first make a reservation for an examination venue through the CBT provider's website. You must do this before applying to the authorities.
Apply to the authorities:
Submit an application using Form 19 to the appropriate Regional Civil Aviation Bureau.
Receive notification:
Wait to receive a notification that your application has been successfully completed.
Take the written examination:
Attend your reserved venue during the designated examination period (usually a 10-day window) to take the test on a computer.
Accept notification of results:
Receive the official notification of your written examination results.
Important Requirements for Your Application
Regional Bureau Application is Mandatory:
You must apply at a regional bureau within the application period. If you only reserve a venue through the CBT provider without applying to the bureau, your exam will not be recognized as an official examination, and you will not receive a result notification.
Form 19 Details:
When filling out Form 19, ensure you list your Prometric ID (also called a CBT ID, which starts with "A" followed by 9 digits) in the "Venue ID" column.
Subject Exemptions:
If you are applying for an exemption based on a current license (including foreign license switchovers), you must attach a copy of that license.
If you are applying for an exemption based on a previous subject pass, you must submit the original written examination result notification (valid for one year).
Scheduling Caution:
If you reserve multiple subjects, ensure the times do not overlap. If they do, you may be unable to take the tests, and no refunds or relief will be provided.
Temporary Licenses:
If you currently hold a temporary license, you must submit your permanent license to the regional bureau by the last business day before the examination period begins.
